Right at the beginning of the first week of May 2021, there is good news for the parking industry:
pay and display machines for parking space management will be included in the exceptions to the cash insurance regulations.
Until the admission, a transitional regulation comes into force which suspends the obligation to upgrade pay stations and parking ticket machines. The letter from the Federal Ministry of Finance on the transitional regulation of the KassenSichV states:
"The ordinance amending the KassenSichV is intended to remove pay stations and parking ticket machines for parking space management as well as charging points for electric or hybrid vehicles from the scope of the KassenSichV".
and further
"In anticipation of the planned amendment to the KassenSichV and in order to avoid a merely temporary upgrade of pay stations and parking ticket machines in parking space management [...] the obligation to upgrade these systems is suspended until the amendment to the KassenSichV comes into force. "*.
What does this mean for operators? No short-term, expensive upgrades! Instead, the rule is now: Those who would like to upgrade, for example to digital alternatives, can now do so at their leisure. There is no longer any pressure to make these changes as quickly as possible.
The debate about upgrading cash register systems has also brought alternatives to cash payment into focus. Paying for parking transactions via app is common practice, especially in the on-street sector, and is now enjoying growing popularity in off-street parking as well. Vending machines that only allow card payments (EC or credit card) also offer new payment methods.
For all those who have already made friends with cashless parking, there is now still the chance to implement this. But fortunately now without additional costs for a technical security device (TSE) and without time pressure - for sustainable decisions.
* Transitional provision until the inclusion of pay stations and parking ticket machines of the parking management system as well as charging points for electric or hybrid vehicles in the exemptions of the cash security ordinance May 3, 2021.
